Public hearings held in the Administration of Closed Administrative Territorial Unit "Mikhailovsky" (Saratov Region) have resulted in the unanimous approval of a project aimed to covert "Gorny" asset portfolio into a fertilizers plant to manufacture civil products.

Public hearings held in the Administration of Closed Administrative Territorial Unit "Mikhailovsky" (Saratov Region) have resulted in the unanimous approval of a project aimed to covert "Gorny" asset portfolio into a fertilizers plant to manufacture civil products. Representatives of NPP Platex told that a large-scale production facility would be created capable of producing 2.5 ktpd of ammonia and 2.1 ktpd of carbamide and ammonium nitrate. The project would create 850 to 1,000 new jobs. Natural gas is the main raw material to be consumed by the facility and received from Mokrous-Togliatti main gasline. The project's implementation period is 2016 to 2021 with Federal Center for Project Financing (a subsidiary of Vnesheconombank Group) acting as the general investor and NPP Platex acting as a co-investor.

Mitsubishi Heavy Industries Ltd. and Sojitz Corporation (Japan) will provide the services of general contractors as members of a technology alliance to be created with Haldor Topsoe. They will erect the plant on a turnkey basis, bring it to its design capacity and train personnel. A trilateral agreement between Platex, FCPF and the Russian Ministry of Industry and Trade for preparing the investment project has been executed and an appropriate roadmap has been approved. The Regional Government has approved the project and appropriate gas allocation consent has been obtained from Gazprom and the Russian Ministry of Energy.
