Commissioning of the second resident of the Ulyanovsk Special Economic Zone is scheduled for the fourth quarter of this year

On July 26, the provisional Governor Sergey Morozov visited the SEZ ground where he checked out the course of works on construction of a customs and engineering infrastructure, an industrial park, as well as a plant of JSC PROMTEKH-Ulyanovsk on production of wiring.

On July 26, the provisional Governor Sergey Morozov visited the SEZ ground where he checked out the course of works on construction of a customs and engineering infrastructure, an industrial park, as well as a plant of JSC PROMTEKH-Ulyanovsk on production of wiring.

"We are very pleased that now the SEZ territory of 325 hectares has advantages of an international platform with a special economic regime. In the nearest future a new resident will start operating here, a plant of the JSC PROMTEKH-Ulyanovsk company that manufactures very important products for the aviation industry. It is planned to commission the enterprise before the end of the year, and the management of the plant has already requested additional space for construction of the first phase of another object, - noted the provisional Governor Sergey Morozov. Currently there are 12 registered residents in the Special Economic Zone. The total volume of investments for the SEZ projects amounts to more than 10 billion rubles. At the same time, about 2 billion rubles were put up in the SEZ infrastructure. Taking into account that the plants will start operating soon, we expect to make all these investments pay off within the next 5 years."

At the enterprise in Ulyanovsk the JSC PROMTEKH-Ulyanovsk company will manufacture sets of wiring and pipeline systems for aviation vehicles. To date, a production building has been constructed, the work on facades has been completed, and the interior set-up is performed, as well as renovation of the adjacent area. "Commissioning of the object is planned for the fourth quarter of this year. "Within the Expert Council in Moscow, which took place in June, we applied for change of parameters of the business plan, and it was approved. We greatly expanded the project and increased the amount of investments from 240 million to more than 700 million rubles. These changes will also provide more new workplaces - up to 470 people per shift, - which will help to increase the output", - noted Oleg Siyanchev, the Director-General of JSC PROMTEKH-Ulyanovsk.

Currently the investor manufactures products at leased sites and maintains deliveries throughout Russia.Aviastar-SP CJSC is one of the main partners of the company, as well as Aerokompozit-Ulyanovsk CJSC, which manufactures wings for "MS-21".

We would like to remind that construction of customs infrastructure of the Special Economic Zone started in April 2016. The complex includes: an administration building, a security screening unit, a weighing station, a garage, a check point for cars and individuals, and other facilities. "The Special Economic Zone is a customs area where the regime of a free customs zone is applied allowing to import goods and equipment free of duty. This regime is the reason why we started construction of infrastructure. The value of the contract amounted to 458 million rubles and includes full technical equipment of rooms for the means of customs control. The complex is planned to be put into operation in January 2017", - said Irina Semenova, a representative of POEZ Ulyanovsk JSC. To date, a piles foundation has been installed at the building site. A monolithic framework has been built in the administration building at the first floor level for location of objects of customs authorities.

Construction of an F-category taxiway in the territory of the SEZ is nearing completion. The road is designed for towage of aircrafts from the airport to the port zone in order to perform repair and maintenance. The road has a width of 44 meters and length of 573 meters. At the moment, concrete works are fully completed and laying of construction joints is being performed. A hangar will be installed on the border with the airport. It is planned to put the road into operation in September 2016.

In addition, the construction of an industrial park for placement of small and medium-sized enterprises takes place. By now, infilling, grading and levelling has been completed, laying of water supply and electrical systems is being conducted, and application of pile basis for the production building, as well as foundation for boiler facility and electrical substation, has been started. The object will be commissioned in April 2017. The future residents has already sent leasing applications for production areas.
