First duty-free cargo cleared at Blagoveschensk Customs for Amur River Basin's PDA

Components for the Belogorsk Oil-Extracting Plant, a resident of a priority development area (PDA) hosted by the Amur Region, have become the first foreign commodity exempted from customs duties as per the new rules established by the Blagoveschensk Customs Authority.

Components for the Belogorsk Oil-Extracting Plant, a resident of a priority development area (PDA) hosted by the Amur Region, have become the first foreign commodity exempted from customs duties as per the new rules established by the Blagoveschensk Customs Authority.


The Belogorsk Oil-Extracting Plant is the Russian Far East's first resident that was first to apply for the free customs zone treatment of its high-level soy processing operations. The components are supplied for the future plant from China. Currently, two soy processing strings have been already delivered. Foreign commodities imported for Belogorsk as a DPA resident and intended to be used for constructing the oil-extraction facility and for soy processing must be exempted from customs duties and taxes. The benefits apply to goods and vehicles that will be used only on the site of the resident participating in the development and implementation of the government programme on creating social and economic development areas. Two PDAs, Priamurskaya and Belogorsk, are reported to be created in the Amur Region in total. Svobodnenskaya PDA is expected to be created as well. The Priamurskaya PDA hosts a cement clinker plant (Bereozovka) and Amur Oil Refinery. The Priamurskaya PDA is expected to host also a planning and logistics hub to be located near Rovnoye village. The Belogorsk PDA is devoted to agriculture. LLC Amuragrocenter and LLC Agrotekhnologii were first to join the PDA as residents. The Belogorsk PDA hosts three facilities: a high-level soy processing plant, a combine fodder factory and a bakery. The prospects of creating the Svobodnenskaya PDA are linked to the Amur Gas Treatment Plant. The facility will become the largest one in Russia and one of the world's largest natural gas treatment facilities with its design capacity totaling up to 49 billion of cubic meters per annum.
