The construction of a sugar plant to be owned by Sutech Engineering Co., Ltd, a Thai company and major sugar producer of Southeast Asia, is expected to start in a short time. Appropriate negotiations have been held between Rustam Makarov, a Department Director of the Ministry of Economic Development and Trade, and a delegation of Thai investors headed by Leong Chunh Chi, the Vice President of Sutech Engineering Co.

The negotiations focused on the economic aspects of project implementation, financial model and production plan. As noted by Rustam Makarov, the investor has preliminarily selected Soviet Harbor Port-Related Special Economic Zone as a site for accommodating the future facility.

Thai investors expressed their first interest in this investment project during Eastern Economic Forum 2015 when a memorandum of understanding was executed between the Government of the Khabarovsk Territory and Sutech Engineering Co., Ltd. The cost of erecting the 500,000 ktpa sugar plant may reach $200 million. Leong Chung Chi noted that an indicative pool of investors had been created comprising Indonesian and Japanese companies. The Russian party is expected to allocate a land plot for the construction and create utilities for connecting the facility to mains.
