Russia's first port-linked special economic zone (PSEZ) to be created in the Sovetsko-Gavansky District, Khabarovsk Territory, will facilitate providing transport services to the developing region of Eastern Siberia and, especially, for resource-rich regions adjoining the Baikal-Amur Mainline.

It is expected that an international multifunctional port center featuring a logistics and ship-repairing hub and an aquatic bioresources processing facility will be arranged in Soviet Harbor PSEZ. This will enable the creation of an 'East-West' transport corridor to facilitate communication between Russian regions and Asia Pacific countries. Businesses operating in the PSEZ will benefit from a special tax and customs treatment that will be offered to the area's residents.

The area will be administered and managed by JSC "Soviet Harbor" Port-Linked Special Economic Zone and an appropriate agreement has already been executed with the Ministry of Economic Development of Russia. The total area of the project's first phase will be 290.95 hectares.
