Chinese company “Anhui Conch Cement Co Ltd” plans to construct a cement brick plant in Bakal, one of single-industry towns in Chelyabinsk region, where the regional officials are going to create a primary development territory. The residents of primary development territories get tax privileges, insurance privileges in private pension funds and exemption from regional business property and land taxes.
In five territories with a total area of 370 ha several manufactures are to be created. The anchor project of the primary development territory should be a development of Slavinsk cement and fluxing limestone and cement clay deposit and a construction of cement brick plant in the town of Irkuskan. The appraised value of the project is $250-300 million. The construction will begin in 2016.
